Title:Revitalized Design and Strategic Action and Value Creation for Local Cultural Museums in Remote Area- with a Case Study of Formosan Golden Bat's Home in Yunlin County

摘要:
延續社區總體營造的精神,地方文化館被賦予了活絡地域的使命,然,以地方文化館作為活絡地域的觸媒真的可行嗎?亦或者這僅是理論上美好的想像?在參與雲林縣博物館與地方文化館發展計畫時,發現雲林鄉間竟有著「連公車都到不了的地方文化館」,一間連公車都到不了的地方文化館,是如何展現其獨特的生命力吸引人們前往,創造自我價值以永續經營?本研究以雲林水林的「黃金蝙蝠生態館」為研究對象,透過參與式觀察、深度訪談蒐集資料,紮根理論進行研究分析,以探析偏遠地區地文館的活化設計、行動策略與價值創建。研究結果發現:
(1)黃金蝙蝠生態館的活化設計,是一場「由建物延伸到地域,具延伸性的活化設計」。蝙蝠館由它自身開始,先是活化一閒置的衛生室為地文館,接續擾動社區另一個閒置空間–「社區活動中心」,讓社區活動中心不再僅是一個倉儲空間,而是得以成為一個真正有人在「活動」的活動中心。除此之外,蝙蝠館的各式行動,更促使居民開始參與社區活動,而這樣的轉變,都顯示著蝙蝠館的存在已成為活化社區的因子。
(2)在行動策略上蝙蝠館是以「社區營造與社群營造相輔相成」,擴大行動效益。藉由建構認同感,培養主動的行動者,形成效益循環圈;藉由創造參與位置與跨域合作,設置多元的進入管道,突破同溫層,使得參與群體變的豐富。
(3)在價值創建的部分,則為從「負」到「正」的翻轉改變,蝙蝠館的行動促使各面向的事物都發生翻轉,它翻轉了社區的舊空間、居民的社區意識,及大眾對蝙蝠的負面印象,使得蝙蝠領域能逐漸被社會重視。這樣的價值顯現,在社區面上蝙蝠館已成為活絡社區人、事、物的催化劑,使蘇秦社區成為一個更宜居的社區;在社會面,它則是實踐了社會教育,作為讓不同立場的人員相互理解的平台,成為推動社會進步的力量。

Abstract:
The local cultural museums have been given the mission of revitalizing the area in order to prolong the spirit of integrated community development. However, is it efficient to utilize the local cultural museums as a catalyst for revitalization? Or is it just purely theoretical? When I participated in the development plan of the Yunlin County Museum and Local Cultural Museum, I founded surprisingly that there is a local cultural museum which cannot be reached by bus in Yunlin. How can the local cultural museum show its unique vitality to attract people to visit and create self-worth for sustainability?
This study is based on a case study of the Golden Bat Eco Pavilion which is located in Shuilin Village, Yunlin County. By using documentation, participant observation and grounded theory method to analyze revitalized design, strategic action and value creation for local cultural Museums in remote area.According to the results of the study:
(1)The revitalized design of the Formosan Golden Bat's Home was from the building and extended to the local area. The Formosan Golden Bat's Home began with its layout. First, it employed an idle health room as a cultural museum, then another idle space in the community which was the Community Activity Center. The Community Activity Center is no longer a warehouse, but a real community activity center. In addition, the activity of the Formosan Golden Bat's Home has urged the residents to start participating in community activities. This change showed that the existence of the Formosan Golden Bat's Home had become a factor for revitalizing the community.
(2)While on strategic action, the Formosan Golden Bat's Home was operated based on community development either geographical or non-geographical. Both of them expand the effectiveness of operations. By raising a sense of identity, cultivating active participants, it was able to build up a loop of benefits. Through collaboring cross-sector, setting up multiple entry channels, breaking out of the echo chamber, it could obtain the diverse participating groups.
(3)In the regard to value creation, the action of the Formosan Golden Bat's Home caused all aspects to be reversed, reallocating the old space of the community, the raising the community awareness of the residents, and eliminating the negative impression of the Formosan Golden Bat's Home. This kind of value shows that the bat hall has become a catalyst to perk up people, things and the community affair , making the community more livable. On the society, it is the practice of social education and the platform for mutual understanding of people, becoming a force for promoting social progress.
